No child below the age of fourteen years shall be employed to work in any factory or mine or engaged in any other hazardous employment.

Draft Article 18 was debated on 3 December 1948.

The debate was very brief. An amendment was moved that proposed to add protections for women against being employed ‘at night, in mines or in industries detrimental to their health’. Another member wanted to raise the age in the Article’s text from fourteen to sixteen.

At voting, both proposals were rejected and the Assembly adopted the Draft Article without amendment
