The State shall regard the raising of the level of nutrition and the standard of living of its people and the improvement of public health as among its primary duties and, in particular, the State shall endeavour to bring about prohibition of the consumption except for medicinal purposes of intoxicating drinks and of drugs which are injurious to health.
Draft Article 38 (Article 47 of the Constitution of India, 1950) was debated on November 23 and November 24, 1948. Improvement of public health and conditions of living of the citizens of India were stressed upon. Jurisdictions were compared on issues of prohibition. The debate also circled around social construct and morality and efficient utilisation of resources as opposed the production of drugs and liquor for public consumption.
